Add `pre-commit` linting with GitHub Actions support

This was done using `pre-commit autoupdate`.

Given the pared down state of the the repository we must update the
contributing instructions to mirror the new state.

Reduce the linting to the essentials that fit the scope of this project.

Add Devolutions as Not Impacted

Add Gradle as an Impacted Vendor

Fix typo in company name (Ubiquity => Ubiquiti)
