Investigate bhyve vCPU > 16

FreeBSD keeps talking about supporting vCPU > 16 with bhyve, yet they never do anything about it. One of our new build servers has 36 CPU cores across two CPU sockets, enabling us to be able to use more than 16 vCPUs for a single VM.

Let's see if we can do this on our end.
