HBSD: make the umask in /etc/login.conf more strict

Loic requested to merge loic/HardenedBSD:umask_login.conf into hardened/current/master 
By making the umask stricter in /etc/login.conf we reduce the
data theft in the default configuration in case of system compromise.

This umask corresponds to a chmod 750 for directories and 640 for files.
