HBSD: configure ntp.conf to operate exclusively as a client

0x1eef requested to merge 0x1eef/HardenedBSD:hbsd/ntp.conf into hardened/current/master

This change configures ntpd to not listen on any interfaces, which effectively configures the daemon to operate as a client and not as both a client and server.
