HBSD: updates patches for ports-mgmt/poudriere*

Loic requested to merge loic/ports:poudriere-patchs into hardenedbsd/main 
Update to correct the display if the /var/db/hbsd-update/version file is missing.
Removed the "hardening.harden_rtld" sysctl node check because it applied to the host and not the jail.
